GSPSA Franchise Agreement By submitting this form, I hereby request a Softball Franchise in the GSPSA for the 2022 season. I state that I have read and fully understand the memo from the Chief Counsel, Goddard Space Flight Center dated February 23, 1989 contained below. This form will be kept on file by the GSPSA and will be made available to the Chief Counsel or anyone that he so designates in writing to the GSPSA to ensure that the provisions of the Chief Counsel's memo are being followed. If granted a franchise, I fully understand and will abide by the CONSTITUTION by which the GSPSA is governed, the Rules and Regulations under which the conduct of play is maintained, and the general policies set forth in the GSPSA Policy Book. February 23, 1989 TO: President, Goddard Softball Club FROM: Chief Counsel, Goddard Space Flight Center SUBJECT: Applicability of Standards of Conduct to Goddard Softball Club Activities Standards of Conduct applicable to federal employees restrict receipt of gifts, gratuities or other contributions from persons and organizations having business relationships with the employing agency. As the Goddard Softball Club is recognized by the Goddard Employees Welfare Association for the purpose of using Goddard property in promoting the welfare of Goddard employees and employees of Goddard business associates, those Standards of Conduct are applicable to individual federal employees who are Government employees, and thereby to the Club itself whose membership and officials include Government employees. As such, any contribution by a person or company having a business relationship with NASA to a team recognized by the Goddard Softball Club for the purpose of using Government facilities, or the Goddard name, may not be accepted without placing NASA employees who are members of the Club in a position of violating the Standards of Conduct. Thus, any such donation of registration fees, uniforms, refreshments or other support directly to a team, whether or not its roster includes federal employees, is not permissible within the framework of the Goddard Softball Club. Corporate benefits provided to their individual employees, which may be used by those employees for their individual expenses, are permissible. Such benefits constitute compensation to the individual employee, and not corporate donation to the Club. Individual members may properly cover their own expenses participation in activities of the Goddard Softball Club, whether or not employees of NASA business associates, without placing federal employees in a position of violating the Standards of Conduct.
